Is a query letter or the first 10 pages more important?

I've spent probably 30 hours polishing my query letter and barely glanced at my sample pages because most forms ask for the query first. Now I'm second-guessing the whole allocation. When an agent is actually deciding, which one is doing the heavy lifting?

They do different jobs and you can't skip either. The query gets you the click. The pages get you the request. A killer query with flat pages earns a 'thanks but the writing didn't grab me on the page,' which is the most painful rejection because you can see how close you got. Spend the next 30 hours on your opening, because that's the part that's currently untested.

I've heard from two agents at conferences say roughly the same thing: they read the query to decide whether to read the pages, then the pages decide everything. So the query is a gate, not the verdict. A gate you can clear with competence. The pages are where the actual yes or no lives.

Test I ran on myself: I had five beta readers read only my first 10 pages cold, no query, and asked one question, would you turn to page 11. Three said no and told me exactly where they checked out (a half-page of weather before anything happened). Cut the weather, started in scene, request rate roughly doubled in the next batch. The query never changed.

What did the three who said no actually point at besides the weather? Trying to figure out if my own opening has the same problem, mine starts with my MC waking up and I've been told that's a cliché but I can't see why mine specifically fails.

Two of them said the same thing: nothing was at stake in the room yet, so there was no reason to keep reading. Waking up isn't banned, it's that 'character alone, orienting themselves' delays the first decision or conflict. Mine had the MC notice something already wrong on waking and that fixed it without changing the structure. Give your MC a problem in the first paragraph, not the first chapter.

Structure-wise, get the query to functional and stop: one-line hook, a mini-synopsis that's roughly 150-200 words and actually reveals the ending stakes rather than teasing, then a short bio. Functional is genuinely enough. Agents request off competent queries with great pages constantly. They almost never request off a brilliant query with mediocre pages.

Genre changes the weighting. In commercial and upmarket, voice on page one carries enormous load, so pages win. In nonfiction it flips entirely, the proposal and platform in the query letter outweigh sample writing. OP didn't say genre, but if this is fiction your unread pages are the riskier gap by far.

I'll mildly disagree with 'query is just a gate.' For me the query's mini-synopsis is also where I prove I can handle plot and escalation, which is exactly the skill a sagging middle needs. An agent who sees a muddled synopsis assumes a muddled act two. So the query tests structure even though the pages test prose. Both are craft evidence.

One thing people miss: a great query that overpromises actively hurts you. If your query sells a propulsive thriller and page one is a quiet character study, the agent feels the gap on line one and it reads as a craft problem even if the pages are good. The query and pages have to make the same promise.

Allocation-wise I'd say the query is a fixed cost and the pages are the ongoing investment. You write the query roughly once and tweak the hook. The pages you can keep raising forever, and they're also the start of the book agents will try to sell, so the work isn't wasted even if you never query again. Diminishing returns hit the query way sooner than the prose.

Practical note that saved me: a typo or clunky sentence in the query is read as a preview of the manuscript, fairly or not. I had a comma splice in my hook line and an agent friend later told me it nearly sank an otherwise strong query. Polish the query for cleanliness, but spend the creative energy on the pages.
